Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Water Distribution System Improvements, AC Water Line Replacement will be received by the Owner at the St. Matthews Town Hall located at 606 F. R. Huff Drive, St. Matthews, South Carolina until 2:00 pm on October 17, 2024, and then at said place be publicly opened and read aloud.

The Project consists of the following major elements: Installation of 7,788 LF of 6-inch water main, valves, fittings, hydrants and reconnection of services to replace existing AC water line along Rucker Drive, Pine Hill Road and Brooks Drive, and other miscellaneous and related items. Water line replacements along five additional roads are being bid as alternates and will be included in the contract if funding is available.

The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:

Contract Documents and plans may be obtained from the office of HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided at no charge via a digital download method.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.

No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.

No Bidder may withdraw his Bid within 90 days after the date of the Bid opening.

The Owner reserves the right to reject any or all Bids and to waive any informalities.

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations.
