ADVERTISEMENT FOR BIDS

Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Wastewater Treatment Plant Improvements, and other related work will be received for the Owner at the Springfield Town Hall located at 1505 Georgia Street, Springfield, South Carolina until 2:00 pm on September 4, 2025 and then at said place be publicly opened and read aloud.
The Project consists of the following major elements: Wastewater Treatment Plant Improvements to include installation of new chemical feed system at plant No. 1, replacement of chemical feed system at plant No. 2, effluent discharge line at plant No. 2, replacement catwalk at plant No. 2, and other miscellaneous and related work.
The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:
Springfield Town Hall: Springfield, SC
HPG and Company, Consulting Engineers, Inc.: Columbia, SC
Contract documents and plans may be obtained from HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided via a digital download method.
Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.
No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.
The Owner reserves the right to reject any or all Bids and to waive any informalities.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations.
