Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Water Treatment Plant Improvements, Generators will be received by the Owner at the Winnsboro Town Hall located at 207 North Congress Street, Winnsboro, South Carolina until 2:00 pm on August 12, 2025, and then at said place be publicly opened and read aloud.

The Project consists of the following major elements:

At the water treatment plant, remove existing 650 kw generator and replace with new 750 kw generator, remove and replace automatic transfer switch, reconnect existing wiring, remove and dispose of the bulk fuel storage facility and other miscellaneous and related item.

At the raw reservoir, remove existing 350 kw generator and replace with new 400 kw generator, remove and replace automatic transfer switch, reconnect existing wiring, install replacement 400 amp pump isolation breakers, remove and dispose of the bulk fuel facility and other miscellaneous and related items.

The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:

HPG and Company, Consulting Engineers, Inc.: Columbia, SC

Contract documents and plans may be obtained from HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided via a digital download method.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.

No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.

No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.

The Owner reserves the right to reject any or all Bids and to waive any informalities.

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations.
